In a traditional concept of community parks, it is an enclosed piece of land
designed for socialization of the community and enjoyment of what the outdoors can
offer (Eagles, 2016). It is usually situated to where people can gather easily,
originally, nearby churches or in a historically relevant space. However, the years of
development and progression, somehow, dims the essence parks and outdoor
communal spaces as new means of recreations are introduced and developed as
well. This drives the evolution of park planning into wide range of variety and
purposes to promote and continue the active outdoor recreation and socialization of
the progressing community, which developed the concept and existence of Urban
Parks. The liberty in planning and portrayal of the community lifestyle broaden the
definition of Urban parks and lead to innovation of recreations. Nevertheless,
community parks are essential to the quality of life community and the wellbeing of
its dwellers.
As recognized in the 2022 Ecological Profile of Cabanatuan City, under
Section 4.1.18 Social Development for Sports and Recreation, The Plaza Lucero in
Barangay Matadero and Freedom Park in Barangay Sangitan are the two city parks
and leisure areas that the City of Cabanatuan currently has. These parks collectively
cover a small portion of the designated demarcated areas for parks and leisure,
24,928.79 square meters, on average. As per pertinent HLURB guideline 3, for every
1000 population there must be at least 500 square meters of spaces dedicated for
parks, sports, and recreation. Using this standard, the city must provide a total of
138,733.71 square meter of open spaces to support the current 2020 population of
the city. With the burgeoning urban population that is expected to breach the
400,000-population mark by year 2033, this posits an inadequate space for city
parks thus limiting the opportunity of the city residents to indulge in relaxation and
recreation. And for intervention and policy options is to identify and develop areas for
city parks i.e., ecological parks, linear parks. (Table 67 Sports and Recreation

This problem motivated the researcher to pursue this study, PRAKTISAN: A
Proposed Alternative Park Complex exhibiting Urban Lifestyle and Contemporary Art
of Cabanatuan City. This study is proposed to be situated in Brgy. Sta. Arcadia,
Cabanatuan City, the South-East side of high and medium density residential area of
the city. The barangay of Sta. Arcadia is a budding spot for residential, industrial and
civic developments. This study aims to create an urban sprawl of outdoor recreations
and activities towards this part of the city, bringing the park culture and lifestyle
closer to these communities. This study aims to design a progressive outdoor space
and facilities that caters the interest of the newer generation of the city population,
creating a modern playground and a safe space they can nurture and express their
passion and identity. The Proposed Alternative Park Complex envisions to uplift the
outdoor culture of Cabanatuenos and to make an attraction out of their talents. The
design of the park and complex is centered to the interest of diverse community.
From the Skater Community of the city, to the bikers, dancers, artist, singers,
entrepreneurs, and every park goer of the city. The community is the attraction and
they are, as well, are the audience. The Cabanatuenos are reeking in creativity and
this study aims to provide them the platform to showcase their art of any possible
form.
The congestion of park goers in Freedom Park, as subjected by the
researcher, and other outdoor recreational facility in Cabanatuan City shows how the
park culture of the city has been existing and thriving unfailingly. The degradation
and reluctance of park goers over time were caused by the lack of development and
progression in the system. The development of additional outdoor space, in
accordance to the current and progressing state of the urban lifestyle of the city, is
the closest solution to the tainted outdoor, social and physical activeness of the city
dwellers of Cabanatuan.
This concludes the relevance of parks and outdoor recreational facilities. It is
timeless and is a constant part of the community. The Praktisan: A Proposed
Alternative Park Complex exhibiting Urban Lifestyle and Contemporary art of
Cabanatuan City, in reference with the existing park of the city, is bound for
perpetual responsibility to its community. As this generation has detailed concerns
toward progressivism, that relates to inclusivity and diversity, the development of
Praktisan Alternative park complex is a modelled towards this advocacy, a safe and
flexible space to encourage and bring out the confidence and trust of Cabanatuenos
towards public spaces.
