INTRODUCTION

A cruise ship is a passenger vessel designed for vacations and leisure travel, capable of accommodating hundreds to thousands of passengers depending on its size. Unlike conventional passenger ships, cruise ships typically follow round-trip itineraries, returning to their original port after visiting various destinations where passengers can explore local attractions (Miller, 2022).

In the twenty-first century, cruise ports and their related transportation and tourism services have become as essential as onboard facilities due to the continuous growth and modernization of the cruise industry. Cruise tourism integrates marine transportation, travel, and tourism services, allowing passengers to conveniently visit multiple destinations through an interconnected network of cruise ports while enjoying various leisure activities (“Port Economics, Management and Policy,” n.d.).

As one of the fastest-growing sectors of the tourism industry, cruise tourism requires the continuous development of port infrastructure to accommodate increasing passenger demand and larger cruise vessels. Despite its rapid growth, the industry continues to face operational challenges such as port congestion, outdated facilities, and inefficient port management systems, emphasizing the need for modern, well-planned cruise terminals (“Cruise Industry | Benefits and Impacts on the Surroundings,” 2022; “Challenges Facing Ports,” n.d.).

The Philippines possesses strong potential for cruise tourism with its more than 7,000 islands, rich cultural heritage, world-class attractions, and strategic location in Southeast Asia. Supporting this objective, the Philippine Ports Authority (PPA), together with other government agencies, continues to improve cruise facilities in key locations such as Puerto Princesa, Manila, Bohol, and Currimao to accommodate the growing number of cruise ship arrivals (“Cruise Philippines,” 2022; “Cruise Tourism Initiatives Pay Off as Arrivals Jump More Than a 100 Folds,” 2018).

In line with these national initiatives, developing a cruise port in Parañaque presents an opportunity to contribute to the economic growth of the National Capital Region (NCR). In response, this study proposes the design of a cruise port in Parañaque that will support the country's continuing growth in the cruise tourism sector while providing economic, cultural, and social benefits. Guided by planning principles, relevant laws, and architectural standards, the study focuses on site selection, zoning strategies, and efficient space planning to develop a functional and sustainable cruise port proposal.


STATEMENT OF THE PROBLEM 

The Philippines consists of ports that operates passenger, cargo, Ro-ro, and fishing ports. Various issues to ports such as congestions and incapability due to limited servicing arises as the cruise industry emerges overtime.  

Following the Philippine Ports Authority’s plan to furtherly develop and improve cruise hubs and facilities as part of several infrastructure to help boost the tourism, building a cruise terminal in Parañaque will support the PPA on its plan to furtherly harvest on the global tourism industry. 

Main Problems 

A demand for port with interested 54,184 cruise passengers but with only limited cruise ports in the country. 

Sub-problems 

Demand for tourists’ outlet of stress and anxiety cause by the pandemic.  

A need for a green and sustainable kind of port terminal. 

Lack of facilities that will improve the tourism industry. 

A demand for a gateway to a nature expedition in the Philippines.

ARCHITECTURAL THESIS GOALS/ OBJECTIVES/ STRATEGIES 

Architecture/Technical 

A sufficient and responsive port to the needs of cruise passengers. A terminal which will attend the cruise passengers need of terminal services and provide therapeutic mall development for users to have a coping mechanism to attain wellness and psychological concerns in a short-time stay. 

Objective:  

1. Increase man-made beauty or attraction that gives both transport and leisure services considering the future of the cruise industry in the country. 

2. To provide an additional terminal in the Philippines for cruise passengers that will accommodate and provide experiences beyond their needs effectively 

Strategies:   

1. Proper planning of facilities and building that takes full consideration to the needs and convenience of its target user.  

2. Use of smart and quality materials.  

Social  

Accommodate multiple-function spaces for public and recreational spaces – promoting social activities. 

Objective:  

1. To provide a public area for leisure, relaxation, and social activities in a maximum extent in order to promote a healthy lifestyle and strengthen a feeling of satisfaction. 

Strategies: 

1. Identify the need of area for specific purpose. 

2. Providing a therapeutic and relaxing leisure areas; communal and private recreational spaces.

Environmental 

Green infrastructure - adopt a green port management strategy that focuses on mitigating externalities such as energy consumption, the emissions of pollutants, and waste disposal.  

Objective: to promote sustainable and green architecture even on large-scale projects. 

Strategies: 

1. Use of sustainable/eco-friendly materials, 

2. Integrate energy efficient lightings/utilities 

3. Using the concept of green architecture to make the city breathe. 

4. Landscape, green strips, and sunshades. 

5. Promote proper waste management. 

Culture 

Reinforce the cruise terminal as an addition to symbolical structures of the location that contains portrayal of cultural contents of the location. 

Objective: To achieve or create a strong sense of identity. 

Strategies: 

1. Design a cruise terminal with an in-port facilities that will serve as an avenue of showcasing the rich culture of not just the city but as well as country.  


DESIGN PROPOSAL 

PALANYAG is a proposed transportation terminal for a domestic cruise that is mixed-use as it paired with commercial development to serve tourist passengers in the Philippines to experience another way of traveling introducing the cruise shipping that is under develop in the country. The proposal of the cruise ship terminal intends to help the sea transportation issues in the country as the Philippines faces problems such as congestions. This study also aims to help the government particularly the tourism-industry sector to maximize its potential to harvest furtherly to the global tourism.  

The proposed project is situated at the reclaimed area in barangay Baclaran City of Parañaque along the Manila Bay. The site is mainly for commercial establishments. The terminal shall function mainly for the domestic cruise passenger and tourists with an equal comfortable area with spaces for management/operation. The other importance of this proposed project is to create opportunities to cruise shipping in the Philippines without adding chaos to the other operational ports’ issues and problems.  

The commercial facilities will serve not only the passengers but as well as those walk-in customers who wishes to experience the sublime feel of the project as it is located in the City which entails large number of visitors coming from different neighboring cities in NCR and near provinces.   

The proposal will serve as the stepping stone for Parañaque City to become more develop as it will have an exceptional project which will boost different economic factors and will be popular to tourists in the Philippines as well as in international. 


 

ARCHITECTURAL CONCEPT 

  Experiential Approach + Cultural Adaptation 

  The experiential approach takes the end user's experience into account. A building is created as an experience according to this design strategy. It takes into account every perception a visitor will have of the structure, resulting in an entirely immersive experience. (“The Design Approaches in Architecture,” 2019). 

  The proponents want the project to become an expression of identity of the city. Through this, the users will have their idea to why they are using the building—feel the experience of the project’s purpose while equally feeling the identity of the place because of the environment and building’s presence. The manifestations of cultural traditions that the city is known for such as the designs of intricate embroidery, festivals, and local vernacular materials that characterized the city will speak for the feeling that the building wants to impose to users. 

Analogy:  Sundo 

  Sunduan Festival - In Paranaque City, the "sunduan" festival is named after the age-old tradition in which a man collects his lady love from her home and takes her to the church or town square. The manifestations of rich culture and traditions being instilled in the city portrays how the people values their old folks. Relatively, sunduan or fetching can be incorporated to the project’s purpose of which ship will serve as the gentleman to fetch its loved ones— the users who wishes to parade themselves to an exciting trip to different places.


 DESIGN INSPIRATION 

  Previously, cultural adaptations is used as a concept of the project’s design. To solidify the character of the city, the design inspiration is taken in one of the cherished tradition which is a festival that is annually celebrated during the day of Parañaque City—a Filipino hand fan or porta abaniko.


The Filipino hand fan, also known as the abaniko or pamaypay, is more than just a cooling device; it communicates a language of rich traditions and exquisite handiwork. Traditionally used as part of the Filipina garment—the baro't saya—the varied styles of holding the fan conveyed different messages.


Preserving the old activities that reflect the rich culture is a manifestation of how people value their ancestors. It is only a good thing to instill these and establish a place where it will be more cherished and passed onto the new generations.


RECOMMENDATIONS


The focal point of the strategies would be inclined into much stronger and legitimate advancement of the proposal towards architecture with respect to the different factors such as the physical, environmental, society, and economy.   It facilitates the transportation opportunity specifically the cruise tourism sector that the country wants to furtherly harvest in terms of the economic benefits. 

  To formulate a proper design approach to the venture, the following statements with regards to the project’s goal will be the main recommendations.  

Developments of responsive ports and facilities following the Philippine Ports Authority guidelines and rules. 

Since the site is located in the reclaimed area, a building construction system or strategy that will ensure the stability of the development 

Developments of commercial establishments along other multi-functional spaces such as the communal areas. 

Sustainability through technological advancement approaches
