Introduction

The Philippines, as an archipelagic nation composed of more than 7,000 islands, relies heavily on maritime transportation and seaport infrastructure for the movement of goods, services, and people. Maritime trade serves as the backbone of the country's economy, facilitating both domestic and international commerce. However, the increasing demand for cargo handling and passenger movement has placed immense pressure on existing port facilities, particularly the Port of Manila, which has long suffered from congestion, operational inefficiencies, and limited capacity. These challenges have resulted in delays in cargo processing, increased logistics costs, and reduced competitiveness in regional trade. Recognizing the urgent need for alternative maritime gateways, this thesis entitled “Baybay: Navigating the Future – A New Subic Bay Seaport Terminal” explores the potential of developing a modern seaport terminal within Subic Bay. Historically known for its strategic location and deep-water harbor, Subic Bay has emerged as a vital economic and logistics center capable of supporting the country's growing maritime demands. The proposed terminal seeks to complement existing port facilities, alleviate congestion in major ports, and contribute to regional and national economic development.  The study presents an architectural and planning proposal that integrates operational efficiency, sustainability, cultural identity, and future-oriented infrastructure development. Through comprehensive research and stakeholder engagement, the project envisions a seaport terminal that not only functions as a transportation hub but also serves as a catalyst for economic growth, tourism development, and regional connectivity.

Statement of the Problem

The increasing volume of maritime trade in the Philippines has exposed the limitations of existing port infrastructures, particularly within Metro Manila. Port congestion has become a recurring issue, leading to delays in cargo movement and disruptions within supply chains. While several ports across the country possess the potential to absorb excess traffic, many remain underutilized due to inadequate facilities or insufficient development strategies. Subic Bay presents a strategic opportunity to address these challenges due to its favorable geographic location, established economic zones, and existing transportation networks. However, there remains a need for a comprehensive seaport terminal design that maximizes available resources while ensuring functionality, efficiency, and adaptability to future demands. This study therefore seeks to answer how a new seaport terminal can be designed to effectively accommodate increasing maritime activities while supporting economic growth, improving logistics connectivity, and reflecting the unique identity of Subic Bay.

Objectives of the Study

The primary objective of the thesis is to develop a comprehensive architectural proposal for a new seaport terminal in Subic Bay that integrates functionality, aesthetics, and operational efficiency. Specifically, the study aims to:

1. Analyze the existing conditions and challenges affecting maritime transportation and port operations in the Philippines.

2. Evaluate the potential of Subic Bay as a strategic maritime hub capable of supporting increased trade and transportation activities.

3. Develop a seaport terminal design that maximizes infrastructure capacity while promoting efficient cargo and passenger movement.

4. Incorporate architectural and planning principles that reflect the local identity and character of Subic Bay.

5. Explore the project's potential contributions to economic development, tourism growth, and sustainable regional expansion.


Methodology

The study employed a developmental-mixed method research approach, combining both quantitative and qualitative techniques to obtain comprehensive and reliable data. Quantitative data were gathered through surveys administered to various stakeholders, including professionals, port users, and community members. These surveys assessed perceptions regarding the need for expanded port infrastructure, operational efficiency, and economic benefits associated with the proposed development.
