ABSTRACT
Several old structures, such as Lipa City Hall, have historical significance that may be lost if demolished or allowed to deteriorate naturally. Urban sprawl expansion has resulted in less green areas and recreational opportunities, as well as a decreased amount of land accessible for agriculture. The city's growing tourist economy demands the active participation of the accommodation industry, as they continually collaborate to provide travelers with warmth, nourishment, refreshment, and a range of services. The need to enhance the community by maintaining and promoting the city's rich history, creativity, faith, and heritage of diverse societies, along with our local artists' typically underappreciated art pieces.
The proposal envisions the adaptive reuse of the Old Lipa City Hall Complex as a cultural center and hotel, which will preserve and strengthen the site's cultural integrity while delivering revenue-generating possibilities to individuals inside and outside the city. This would cater to both domestic and international tourists and travelers and emphasize its sustainable building strategy in planning and construction. The concept is to employ retro-futurism architecture, which embraces the past in shaping the future. This environmentally conscious approach corresponds to the beliefs of seeking a sustainable future by means of climate-responsive design solutions, which draw on the principles of inclusiveness, resourcefulness, foresight, and passive design to quickly adapt to fluctuating environmental conditions and withstand extreme weather conditions.
The project encompasses a variety of feasible innovations and concepts, such as an onsite urban farming that will grow crops for restaurants and commercial areas and a green building facility that comprises a water system and sewage treatment, as well as other cooling and heating strategies.
STATEMENT OF THE PROBLEM
The lack of maintenance, environmental exposure, and vandalism that resulted to the deterioration of the old Lipa City Hall.
The loss of open space and recreational amenities due to the development of urban sprawl.
The growing number of tourist attractions in Lipa City demands the expansion of the hospitality industry.
The expanding community of local artists in Lipa City requires more assistance to promote its rich culture and history along with their financial well-being.
OBJECTIVES OF THE STUDY
1. PROJECT OBJECTIVES
The primary goal of the project is to adaptively reuse the old Lipa City Hall as a cultural center and hotel in Marawoy, Lipa City, Batangas, with the following:
1.1. To breathe new life into the old Lipa City Hall complex through an adaptive reuse development that will maintain and strengthen the structural and cultural integrity of the old building.
1.2. To create recreational amenities by enhancing the existing open space of the old Lipa City Hall Complex.
1.3. To develop a hotel complex that will accommodate the growing number of local and foreign tourists in Lipa City.
1.4. To establish a link between the hospitality and cultural industries by developing a cultural center that supports and promotes local arts and culture while also providing job opportunities for local artists.
2. DESIGN OBJECTIVES
The study is intended to provide an advanced approach in implementing design applications that will result to an efficient and exquisite structure for the tourism and hospitality industry.
Specifically, it sought to attain the following:
2.1. To plan and design in a climate-responsive approach that anticipates, prepares for, and adapts to the impacts of global climate change while allowing retro-futurism architecture to enable the harmonious coexistence of the past and the future.
2.2. To utilize the natural scenery, resources, and landscape within the site in order to improve the users’ way of life.
2.3. To develop a complete and fully functional plans with the highest amenities, equipment, pedestrian, and facility standards that also adheres to the existing regulations in terms of adaptive planning and design.
2.4. To design a space driven by an interior of creative exhibits and aesthetics that will be an effective marketing strategy, a productivity boost, and a source of rich experience.
DESIGN CONCEPT
The proposed project entitled “A Proposed Cultural Center and Hotel in Lipa City:
An Adaptive Reuse of the Old Lipa City Hall Complex” is set to have a sustainable design that not
only mitigates the adverse impacts of climate change but also elevates the well-being of individuals.
Retro-futurism Architecture
The proposal would consider designs that are inspired by the concept of retro-futurism architecture. This idea is gaining popularity in the fields of architecture and art. It refers to an architectural pattern in which the future is viewed with a perspective of the past, as is associated with working with adaptive reuse of old buildings such as the Lipa City Hall. Retro-futurism analyzes the opposing visual qualities that exist between the past and the near future through the combination of modern technologies and themes with vintage design, leading to a fascinating design trend. Eye-catching designs, vibrant colors, cutting-edge themes, and softly rounded geometrical forms distinguish this architectural style. Furthermore, retro-futurism crosses with sustainability because developers are identifying innovative approaches to current ecological problems by adapting and reinventing the past. This environmentally conscious approach corresponds to the principles shared by several young individuals who are concerned about a future that is more sustainable and also happens to be climate-responsive that requires least amount of energy for cooling or heating while being able to adapt to changing weather patterns and shifting environmental circumstances.

Architecture has constantly mirrored the community and culture that surrounds it, acting as an artistic expression of our principles, beliefs, and desires. Frank Gehry believed that the concept of timeless architecture, which defines structures and buildings that retain their visual appeal, functionality, and importance over the years, is critical in the field of design and has been successfully explored by several notable architects throughout the past. Since the project was dealing with adaptive reuse, it is essential to maintain the cultural identity of the place and at the same time innovate to make it lasts for the long years. It must emphasize practicality and usability, as well as to guarantee the concept continues to be essential in the context intended. Functional designs endure due to how they respond to the demands and desires of consumers, which makes them fundamental and valuable.
