Cabanatuan Civic Complex: A Climate-Smart Design of Public Spaces through Building Form Configuration and Placemaking Approach

The city of Cabanatuan is a first-class city in the province of Nueva Ecija, Philippines. It is the largest city in Nueva Ecija, and fifth most populous in Central Luzon with a demography of 302,231 in 2015. The city is popular for being home to more than 30,000 tricycles. It prides itself as the "Tricycle Capital of the Philippines". It’s strategic location along the Cagayan Valley Road has made the city a major economic, educational, medical, entertainment and transportation center in Nueva Ecija and nearby provinces such as Aurora and Bulacan. It has earned the moniker "Gateway to the North". It is the commercial center of a rice-growing region. This plain is known as the rice granary of the country.


With Cabanatuan city's economy developing and its rapidly growing population, the demands and requests for the present City Hall's services is also increasing. Cabanatuan is a first class city with a thriving economy, which also needs to be revitalized in terms of public buildings, services and the new tourism destinations must be developed. Cabanatuan city needed a new seat of local government to house all of the city's government offices. The goal was to construct a new government building that would consolidate all of the city's local government functions. Not all city government offices are currently located in city hall, but rather are dispersedthroughout the city. Consequently, the existing old city hall structure is dilapidated and in need ofmajor repair. Cabanatuan’s present city hall was inadequate of the necessary capacity to fully serve the citizens' concerns. There is a need for expansion, and numerous offices are required to better accommodate more people. 

The 2021 Annual Investment Program (AIP), which has been authorized by the City Mayor and the Sanggunian Panlungsod, was a legal document supporting the construction of the new government center and other facilities. The authorized projects to be executed in the city this year and can still be used in future years. A new government center, conventioncenter, city museum, commercial center and civic plaza are all part of the proposed Cabanatuan Civic Complex. 

The proposed civic center was intended to create a single platform for the community, a "one-stop shop" where residents could efficiently transact business with government. A new government seat was proposed to consolidate all of Cabanatuan city's operations into one site. The project will service the city's executive, legislative, and satellite offices of the national government agencies. This aims to improve people's access to more efficient public services and convenience, as well as the city's status as a cultural and tourism center. 

In addition, an absence of assembly place in the city must also be address. The city needs an events center that can serve large gatherings and can accommodate meetings, conferences, “banatu” festival and multi-purpose celebrations. In terms of cultural and social purposes, the establishment of a convention center is important to Cabanatuan. The plan for the convention center with the city's growing tourism, can accommodate a variety of cultural events and other social activities. The convention center will cater to organize provincial and local events within the Philippines and specifically by providing highly standard conferencing facilities and well-equipped. The project was created in order to provide people of Cabanatuan and neighboring provinces with modern enough facilities for small and big events. The construction of a Convention Center was created to host medium to large-sized MICE, with a capacity of 2000. 

Furthermore, there are a few locations and landmark in the city that are rich with information meant to enlighten and educate people, which is why a new museum is essential to establish. Cabanatuan residents are not fully aware of the numerous tourist-friendly attractions and tourists spot in the city. The proposed city museum would be a historical museum, according to the Cabanatuan City Tourism Office. Construction of “Museo de Cabanatuan” will be a museum depicting the city's humble beginnings, historical events, prominent individuals and antique Cabanatuan equipment. The city of Cabanatuan has witnessed a number of major historical events in our country, including the tragic death of our national hero General Antonio Luna. The Cabanatuan City Cultural and Tourism Development Plan, outlined the future city tourism projects for 2021-2022, as well as describes the city's history and cultural heritage. 

A civic park is also included in the project to provide a space for community social and recreational activities. This is a key attraction of the development that will also influence people towards the civic buildings. This will provide a green and open space for the city where a development may continue to be built and utilized. 

Moreover, the studies indicated that three factors, including exposure, susceptibility, and adaptive capability, were all equally relevant in evaluating the vulnerability of Cabanatuan city. It was found that the city was moderately vulnerable to floods and vulnerable to typhoons, according to the research. The prevailing climatic conditions in the city is categorized in two types. The wet season is usually dark and rainy, the dry season is mostly cloudy, and the city is oppressively hot all year. Cabanatuan city is also known for being one of the country's hottest cities, as well as being vulnerable to natural disasters. Climate-smart design strategies will be relevant to the project as a result of these factors. The concerns about climate-change impact on buildings, necessitate a design strategy that prioritizes planning without compromising our environment. The strategy is founded on the concept of climate-smart buildings, which will be implemented to design of public structures in the project. 

The building shape with aerodynamic form configuration of public building spaces would be the emphasis of the proposed design project. It is a possible solution that is part of a broader idea called climate-smart design, which aims to improve resiliency and integrate low-carbon strategies to the building. The project proposal's macro-aerodynamic modification form will be "setback,". The aim of the study willbe to achieve climate smart design concepts that are safe, green, and climate-resilient. 

The use of “creative placemaking” approach will be applied to the project's floor plan layout and site planning. It will focus on the landscapes, building patterns, comfort and interactive social places. To create a high-quality public space that promote people's health, happiness and well- being. To stimulate productivity and engagement, public buildings and offices should be designed effectively. Spaces should be oriented to optimize passive solar energy, natural daylighting, natural ventilation, and vistas of the outdoors from all inhabited areas. Creative placemaking integrates arts, culture and design activities into efforts that strengthen a community.
